Procurement at the Banco de España, governed by Internal Circular 7/2015, conforms to competitive principles, freedom of access to tenders, publicity and transparency of procedures, non-discrimination among and equal treatment of candidates, and an efficient use of the resources earmarked to undertake works, purchase goods and engage services, without this in any circumstances artificially restricting competition.The contractual activity of Banco de España, regulated by Internal Circular 3/2007, falls under private law and is subject to the principles of open tender, equality of treatment, non-discrimination, mutual recognition, proportionality, transparency and publication.

Also, since 1 December 2008 after the Governing Council of the European Central Bank (ECB) approved decision ECB/2008/17, the ECB and the central banks of the Eurosystem may bid jointly for the purchase of goods and services.
