Procurement

Procurement at the Banco de España conforms to the principles of freedom of access to tenders; publicity and transparency of procedures; non-discrimination and equal treatment of candidates; and efficient use of resources in the execution of works, the acquisition of goods and the procurement of services, by requiring the prior definition of the needs to be met, the safeguarding of freedom of competition and the selection of the most economically advantageous tender.

Currently, the contractual activity of the Banco de España is governed by Law 9/2017 of 8 November 2017 on public sector contractsOpens in new window (in Spanish, LPSC by its Spanish abbreviation) and its implementing regulations, which are applicable to contracting authorities deemed not to be general government as defined in the LPSC and provided that those provisions do not affect the autonomy of the Banco de España. Furthermore, the Banco de España may participate in the joint tender procedures that take place within the framework of the Eurosystem Procurement Coordination Office (EPCO).
