Training and development

Purpose

  • (i) Management and processing of internal training for employees.
  • (ii) Management and processing of professional development for employees, as well as promoting communication between active employees and those on leave.
  • (iii) Management of external training and economic aids related to financial education by the Banco de España to third parties in the exercise of its competencies.

Legal basis

  • For purpose (i): Execution of a contract in which the data subject is a party.
  • For purpose (ii): Consent and execution of a contract in which the data subject is a party.
  • For purpose (iii): Consent and fulfillment of a mission carried out in the public interest or in the exercise of official authority, as provided in:
    • Article 7.5(b) of Law 13/1994, of June 1, on the Autonomy of the Banco de España, as financial training helps to promote the proper functioning and stability of the financial system as a whole.
    • Article 8.3 of the Decision of the European Central Bank of December 16, 2010 (ECB/2010/14).
    • Article 3.1(b) of Regulation (EU) 1210/2010 of the European Parliament and of the Council of December 15, 2010, concerning the authentication of euro coins and the handling of euro coins unfit for circulation.
    • Article 7.2 del Regulation (EU) 1338/2001 del Consejo, June 28, 2001, concerning necessary measures for the protection of Euro against falsification.

Categories of data subjects

  • Active employees and those on special leave in international organisations.
  • Groups of od data subjects to whom the Banco de España may provide training or economic aids related to financial education

Categories of personal data

  • Identification data: Name, surname, ID or equivalent and signature.
  • Contact data: Phone number, mail and postal address.
  • Professional and academic data: Education background, professional position and level held (role), employee number and performance evaluations.
  • Personal characteristics data: Date of birth, gender and image and/or voice.
  • Economic and financial data: Account number and other economic data necessary to process the procedures for granting economic aids related to financial education.

The data provided by applicants for the granting of economic aids and held by other Administrations shall be checked with the latter through the Administration's data intermediation platform to verify their accuracy if no supporting documentation is provided by the applicants.

Retention period

Personal data shall be retained for the time necessary to fulfil the purpose for which they were collected and to allocate any liability arising from said purpose and from the processing of the data

Security measures

In accordance with the First Additional Provision of the Organic Law 3/2018, of December 5, on the Protection of Personal Data and Guarantee of Digital Rights, the security measures implemented at Banco de España correspond to those provided for in the National Security Scheme.
