Procurement at the Banco de España, governed by Internal Circular 7/2015, amended by Internal Circular 1/2017, conforms to competitive principles, freedom of access to tenders, publicity and transparency of procedures, non-discrimination among and equal treatment of candidates, and an efficient use of the resources earmarked to undertake works, purchase goods and engage services, without this in any circumstances artificially restricting competition.

Furthermore, as from 1 December 2008 after the Governing Council of the European Central Bank (ECB) approved decision ECB/2008/17, the ECB and the central banks of the Eurosystem may engage in joint tendering for the purchase of goods and services. The Eurosystem Procurement Coordination Office (EPCO) promotes and coordinates these joint tender procedures. The leading central bank, supported by EPCO, carries out the joint tender procedure and contract management, for the benefit of the central banks participating in the joint tender procedure.
