Our revamped Institutional Report aims to strengthen our accountability to society
Strengthening transparency and accountability is one of the key objectives of our Strategic Plan 2030. The Banco de España’s Institutional Report has been completely revamped to align with this goal.

The Banco de España has just presented its latest Institutional Report, a publication that has been fully revamped to strengthen transparency and accountability. Transparency is one of the four pillars on which the Strategic Plan 2030
is based. In plain and accessible language, the report describes our activity in 2025, the services we provide and how our policies and actions serve society.
A report aligned with the Strategic Plan 2030
The Institutional Report has been thoroughly updated to meet the “clearer accountability” objective established in the Transparency pillar of the Strategic Plan 2030 that we adopted almost a year ago.
Greater transparency in accountability is one of the Banco de España’s main objectives; the latest Institutional Report is designed to deliver on this
The report includes new forms of communication, with more accessible information and more details on how we use public funds and the impact of our policies.
The main improvements in the report include:
- Plain language, accessible to non-expert readers.
- Improved design and graphics, including more information on the report website
. - A simpler structure, organised in three clearly separate parts.
- A shorter report, prioritising milestones without sacrificing content.
- Focus on results, explaining what we have achieved and why it is important for society.
The key milestones
The first part of the report addresses the highlights of the Banco de España’s activity in 2025, focusing on how we contribute to economic stability and protect consumers.
Figure 1 summarises the main actions taken and provides some data on our work, focused on:
- contributing to price stability through our role in Eurosystem monetary policy;
- safeguarding the soundness of the financial system;
- ensuring an efficient and secure payment system, including the digital euro project;
- protecting bank customers;
- analysing economic developments in detail.

Did you know…?
- The Eurosystem is working towards issuing a digital euro, foreseeably in 2029. It will be like cash, but digital.
- As we explain in this blog post
, in October 2025 a new project phase began, including work to launch the pilot, scheduled for 2027. - Together with other euro area central banks, the Banco de España is involved in developing technical platform components.
Relationship with citizens and commitment to society
The second part of the report describes the Banco de España’s relationship with society, explaining how it promotes transparency and contributes to collective well-being. The aim is to build an institution that is connected to society, responds to present needs and is prepared for future challenges.
Our priorities, presented in more detail in Figure 2, include:
- becoming more open, granting easier access to the Banco de España’s services, document collection and data;
- preserving and sharing the Bank’s heritage;
- promoting environmental sustainability in all our actions;
- fostering financial education, since understanding the basics of economics and finance is crucial to decision-making, future planning and consumer protection.

The Banco de España’s annual accounts, an exercise in transparency
As a self-funded independent public entity, the Banco de España is accountable to society for how it manages its resources.
The report explains in detail the Bank’s economic and financial situation and how we use our funds, with profits going directly to the public coffers
The third and final part of the report presents the annual accounts and the balance sheet, providing in a transparent and detailed manner important and complete information on our economic and financial situation. The highlight of 2025 is that the Banco de España reported a profit, which goes directly to the Treasury, contributing to the public good.
Did you know…?
- The Banco de España’s profit goes directly and in its entirety to the Treasury, an injection of funds that has a positive impact on society.
- In 2025 the Bank reported profit of €234 million, amid falling policy rates. This marked a return to its usual pattern of profit generation, which had been interrupted in 2023 and 2024 due to the interest rate hikes made from 2022 onwards to combat inflation and maintain price stability in the euro area, as we explained in a previous blog post
.
A clearer report for greater accountability
The new Institutional Report reinforces transparency and provides a clearer message. The aim is to hold ourselves accountable in language that all readers can understand and to keep society informed about our activity and the impact of our work. We will continue to progress in this respect in the years to come.
