Financial statistics

Purpose

  • (i) To conduct the Financial Accounts of the Spanish Economy (CFEE), a statistical operation included in the National Statistical Plan, whose objective is to measure the balances and transactions of financial assets and liabilities of the various institutional sectors in the national accounts.
  • (ii) To conduct the Household Financial Survey (EFF) and the Financial Competencies Survey (ECF), statistical operations included in the National Statistical Plan, whose objectives are respectively: (a) to collect information on the economic situation and finances of households in Spain, and (b) to measure the understanding of financial concepts and the level of financial inclusion among the Spanish population aged 18 to 79.
  • (iii) To conduct the online surveys called Financial Competency Gaps (BCF) and Subjective Income Expectations Survey (PSRF), whose objectives are respectively: (a) to measure how the types of questions and information collected can explain differences in financial knowledge, and (b) to measure how the types of questions and information collected can affect the measurement of income expectations.
  • (iv) To supervise and control the quality of the surveys included in the National Statistical Plan (EFF and ECF) through the recording of certain questions and answers.
  • The information collected in the aforementioned statistical operations, once pseudonymized, is used by the Bank of Spain for statistical purposes and for scientific and historical research necessary for the fulfillment of its responsibilities.

Legal basis

  • Performance of a task carried out in the public interest or in the exercise of official authority vested in the controller for the data processing activity with purposes (i) and (ii):
    • Annex II of the National Statistical Plan 2025–2028, approved by Royal Decree 1225/2024 of December 3; Articles 6 and 10 of Law 12/1989 of May 9 on the Public Statistical Function; and Article 25.2 of Organic Law 3/2018 of December 5 on the Protection of Personal Data and Guarantee of Digital Rights.
    • Article 7.5 of Law 13/1994, of 1 June, on the Autonomy of Banco de España.
  • Consent of the data subject for the data processing activity with purposes (iii) and (iv).

Categories of data subjects

  • Participants.
  • Family members of participants.
  • Holders of deposits received by institutions and branches affiliated with the Deposit Guarantee Scheme (DGS - FGD).

Categories of personal data

  • Identification data: name, surname, ID number or equivalent.
  • Contact details: postal address, email address and telephone numbers.
  • Academic and professional data: educational level, employment and occupation code (according to CNO).
  • Economic and financial data: Salary, account ownership and balances, asset and debt values, household expectations regarding future income levels, main residence, and the probability of being employed or unemployed. Regarding deposits: Depositor’s tax identification number (NIF), ISO country code, type of deposit, deposit code and number, amounts, institution, branch, guarantee, currency, maturity date, and number of holders for each deposit.
  • Personal characteristics data: voice, date and place of birth.
  • Technology data: IP address and logs.
  • Data of vulnerable subjects: data of children under 14 years of age.

Retention period

Personal data shall be retained for the time necessary to fulfil the purpose for which they were collected and to allocate any liability arising from said purpose and from the processing of the data.

Security measures

In accordance with the First Additional Provision of the Organic Law 3/2018, of December 5, on the Protection of Personal Data and Guarantee of Digital Rights, the security measures implemented at Banco de España correspond to those provided for in the National Security Scheme.

Recipients

No disclosures to third parties are planned, except in cases of legal obligation.
