Financial surveys

Purpose

  • (i) Carrying out the Survey of Household Finances (EFF) and the Survey of Financial Competencies (ECF), whose objectives are respectively (a) to collect information on the economic and financial situation of households in Spain and (b) to measure the understanding of financial concepts and the inclusion in the financial market of the Spanish population aged between 18 and 79.
  • (ii) Supervision and quality control in the conduct of the aforementioned surveys (EFF and ECF) by recording certain questions and answers.
  • (iii) Carrying out the online surveys Economic and Political Consequences of the Pandemic (CEPP) and Financial Skills Gaps (BCF), whose objectives are respectively (a) to analyse the evolution of inequality, social welfare and trust in institutions, among other aspects, in Spanish society after the start of the pandemic, and (b) to causally measure how the types of questions and information collected can explain differences in financial literacy.

Legal basis

  • Performance of a task carried out in the public interest or in the exercise of official authority vested in the controller for the data processing activity like to purpose (i):
    • (i) Law 12/1989, of 9 May, on government statistics.
    • (ii) Law 13/1994, of 1 June, on the Autonomy of Banco de España.
  • Consent of the data subject for the data processing activity linked to purposes (ii) and (iii).

Categories of data subjects

  • Participants.
  • Family members of participants.

Categories of personal data

  • Identification data: name, surname, ID cards or passport numbers.
  • Contact details: postal address, email address and telephone numbers.
  • Academic and professional data: educational level, employment and occupation code (according to CNO).
  • Economic and financial data: salary, account holdings and balances, value of assets and debts, household expectations about future income values, main dwelling and likelihood of being employed or unemployed.
  • Personal characteristics data: voice, date and place of birth.
  • Technology data: IP address and logs.
  • Special category data: Data revealing political opinions and health-related data only requested in the CEPP, under the provisions of Article 9(2)(a) of the GDPR (explicit consent of the data subject).
  • Data of vulnerable subjects: data of children under 14 years of age.

Retention period

Personal data shall be retained for the time necessary to fulfil the purpose for which they were collected and to allocate any liability arising from said purpose and from the processing of the data.

Security measures

Security measures provided for in Annex II of Royal Decree 3/2020, of 8 January, which regulates the National Security Scheme in the field of Electronic Administration.
