Picture and video recording

Purpose

  • Capture of the image and/or voice of those attending events on the Banco de España's physical and digital media; dissemination and transfer to third parties of the images and/or recordings captured for information purposes; and their archiving and cataloguing for institutional reasons.
  • Recording of the voice of those attending meetings of the Banco de España's collegiate bodies for the purpose of drawing up minutes of the meetings held. Currently, only the meetings of the Governing Council are recorded.

Legal basis

  • Consent of the data subject.
  • Performance of a task carried out in the public interest or in the exercise of official authority vested in the controller pursuant to:
    • Law 40/2015, of 1 October, regulating the status of public sector (article 18), in relation to persons participating in meetings of collegiate bodies that require recording in order to take minutes of the session.
    • Spanish Constitution (article 20.1.d) and Law 1/1982, of 5 May 1982, on the civil protection of the right to honour, personal and family privacy and one's own image (article 8.2.a), in relation to persons who hold a public office or exercise a profession of public renown or projection and participate in Banco de España events or informative material in which photographs and/or recordings are taken.

  • Participants in events organised by the Banco de España, including public officials

Categories of personal data

  • Identification data: Name, surname, ID number, image/voice
  • Professional and academic data: Employing entity, professional position

Retention period

Personal data shall be retained for the time necessary to fulfil the purpose for which they were collected and to allocate any liability arising from said purpose and from the processing of the data.

Security measures

Security measures provided for in Annex II of Royal Decree 3/2020, of 8 January, which regulates the National Security Scheme in the field of Electronic Administration.

  • General public, in the event of publication of the images and/or recordings in Banco de España's own media
  • Mass media
  • Judges and courts
  • Other competent bodies of the Public Administrations
