This evaluation will review the Banco de España’s horizon scanning activities—an approach focused on systematically identifying emerging global trends, assessing their potential impact, and integrating this knowledge into decision-making. It will examine current frameworks, governance, and capabilities across the Bank, benchmark practices against other leading institutions, and identify gaps to propose actionable improvements. By doing so, the OIE will provide critical insights that strengthen coordination, enhance operational models, and guide the implementation of the Global Trends and Institutions Analysis Office.
