Purpose
- Providing, by means of the TARGET-2 system (T2), real-time gross settlement for payments in central bank money.
- Providing, by means of the TARGET2-Securities platform (T2S), security settlement services to Central Securities Depositories (CSDs) in central bank money.
- Providing, by means of the TIPS platform, the settlement of instant payments in central bank money.
- Managing, by means of the ECMS platform, assets used as collateral in Eurosystem credit operations, keeping track of the individual collateral and credit positions of National Central banks’ counterparties
Data controller
The processing activity is carried out by Banco de España (with tax ID Q2802472G) jointly with:
- The National Central Banks of the Eurosystem;
- The National Bank of Denmark (Danmarks Nationalbank) to the extent of its participation in T2, T2S and TIPS.
- The Bank of Sweden (Sveriges riksbank) to the extent of its participation in TIPS.
- CSDs to the extent of their participation in T2S.
Legal basis
The processing is necessary to execute a task carried out in the public interest or in the exercise of public authorities conferred to the controller set out in the following:
- Treaty on the Functioning of the European Union
- Law 13/1994, of 1 June, on the autonomy of Banco de España
- Article 17 y 22 of the Statute of the European System of Central Banks.
- Guideline of the ECB of 5 December 2012 on a Trans-European Automated Real-time Gross Settlement Express Transfer System (TARGET 2) (recast) (ECB/2012/27) (2013/47/EU).

Categories of data subjects
- Natural person T2, T2S, TIPS and ECMS system users, included Banco de España’s employees and subcontracted personnel, as well as persons acting as ECMS National Service Desk and ECMS National Crisis managers.
- Other data subjects whose personal data are included in settlement instructions submitted to T2, T2S, TIPS and ECMS.
Categories of personal data
- Identification data: name, surname, ID number
- Economic and financial data: IBAN number in the case of TIPS y TARGET2
- Academic and professional data: business position, name of the employer
- Technological data: IP address, logging name, system user reference and DN digital certificate.
Retention period
Personal data will be kept for as long as necessary to fulfil the purpose for which they were collected and to determine the potential liabilities arising from it and the way they were processed.

Cyber resilience and information security measures comply with the Guideline (EU) 2022/912 of the European Central Bank of 24 February 2022 on a new-generation Trans-European Automated Real-time Gross Settlement Express Transfer system (TARGET) and repealing Guideline ECB/2012/27 and the Guideline 2012/473/EU of the European Central Bank of 18 July 2012 on TARGET2-Securities (recast).
