Team

The OIE is constituted as an organizational unit with the rank of department, independent of the management and staff of the Banco de España. It reports directly to the Governing Council, to whom it is accountable and to whom it presents the results of its evaluations.

Currently, the team consists of a group of experts with complementary profiles, who bring strategic vision, analytical skills, international experience, and postgraduate training from prestigious institutions.

For each evaluation, the IOE works with two or three external experts selected for their excellence and outstanding professional record. They contribute to consolidating the principle of independence and offer an innovative vision.

The OIE is headed by María Gutiérrez de Ojesto, former Head of Strategy for the Governor's Office. María served as Global Director of Operational Risk at the World Bank and Head of the Operational Risk Division at the Banco de España. In her over 27-year experience leading teams, she has held several positions in the private sector and in international organizations such as the International Accounting Standards Board (IASB) and the United Nations Global Environment Facility (GEF).
