Banco de España establishes that between two and three evaluations will be carried out, which will be included in the annual evaluation plan approved by the Governing Council, at the proposal of the Governor. Activities carried out by the BdE in the exercise of its functions may be subject to evaluation.
In this context, the Independent Evaluation Office has proposed several areas to be submitted for evaluation. Each evaluation will be conducted by the office itself with the contribution of a team of external evaluators, selected from individuals with recognized competence and professional experience in the field of the respective evaluation.
This Evaluation Plan establishes the following evaluations to be carried out during the 2024–2025 period:
External evaluation of the governance, management, and use of data at Banco de España.
Evaluation of the financial education activity at Banco de España.
This Evaluation Plan 2024–2025 was approved by the Governing Council on May 30, 2024, and modified on January 27, 2025, at the proposal of the Governor.
1. Evaluation of the Governance, Management, and Use of Data at the Bank of Spain
Directorates General or Departments involved: Data Office
Timeline: The evaluation will begin in the last quarter of 2024 and will last approximately 6 months.
Objective and scope of the evaluation:
The Bank is improving its data management after years of dispersed growth in data collection. In line with its 2024 Strategic Plan, it has created the Data Office and appointed a Chief Data Officer to lead a global data strategy.
This strategy will address:
Clear data governance
Organization and quality of information
Rules for access, dissemination, and new requirements
In this context, it is considered essential to carry out an external evaluation that analyzes the use and governance of data at BdE and provides strategic recommendations to define a multi-year action plan that enhances its maturity and facilitates new governance.
Evaluation description:
The evaluation will review the current state of Banco de España in terms of data governance, management, and use, and, considering its functions as a central bank, will allow the definition of strategic principles to support the future data strategy.
2. Evaluation of the Financial Education Activity at the Banco de España.
Departments involved: Directorate General of Institutional, European and Transparency Relations.
Timeline: The evaluation will begin in the second quarter of 2025 and will last approximately 6 months.
Objective and scope of the evaluation:
Financial education is essential for individual and collective well-being, as it enables informed decision-making, prevents financial exclusion, and strengthens the stability of the system. Banco de España has been promoting this education for over a decade, both through its own initiatives and in collaboration with the National Securities Market Commission and the Ministry of Economy, Trade and Enterprise within the Financial Education Plan.
Its activities have focused on raising awareness among various groups about the importance of financial education, as well as training on financial products, money management, saving, cash security, and the functions of the Bank.
In this context, it is considered key to carry out an evaluation of these activities to assess their effectiveness, identify areas for improvement, and thus optimize future initiatives.
Evaluation description:
The evaluation will focus on critically analyzing the financial education activities of Banco de España, identifying strengths and areas for improvement. It will assess the efficiency, effectiveness, impact, methodologies, resources, suitability of the target audience, and communication and dissemination channels. In addition, it will include an international comparative analysis with other institutions with similar responsibilities.
