Abstract

This paper analyses the impact of sanctions for collusive practices in public procurement imposed by the Spanish Commission on Markets and Competition (CNMC), combining granular information from the Integrated Central Balance Sheet Database (CBI), the Public Sector Procurement Platform and the CNMC’s sanctioning files. According to our results at the sector level, sanctions for collusion imposed by the CNMC are associated with improvements in market concentration indices and business profit margins in the sectors concerned. Moreover, the firm-level results suggest that the CNMC’s actions help reduce the market share of collusive firms in their respective sectors.
