General Secretariat

The General Secretariat has the following functions:

  • It is the Secretariat to the Governing Council and of the Executive Commission.
  • It is the Legal Adviser to the Institution and its representative and defence in courts of law.
  • It conducts disciplinary proceedings involving institutions that are subject to supervision by the Banco de España and it conducts proceedings within the sphere of competence of the European Central Bank (ECB) in relation to Spanish institutions.
  • It formulates and submits proposals for decisions to the governing bodies and maintains direct relations with the jurisdictional and government bodies with sanctioning powers in respect of credit institutions.
  • It participates and represents the Banco de España on the legal committees set up at the ECB and at other international agencies and institutions.
  • It processes and resolves on claims lodged by the customers of credit institutions with the Claims Service, as a result of the breach of disciplinary rules or of good banking practices.
  • It directs and co-ordinates the documentary management of the Banco de España, the General and Historical Archive and the Numismatic Section.

The current General Secretary is Francisco Javier Priego.
