Providing treasury services

The Banco de España holds euro or foreign currency accounts for the Treasury and the regional governments upon request, making deposits and payments on their behalf and, in general, conducting any banking activity for the central government, the regional and local authorities or any other public institution. This activity does not include overdrafts or providing credit facilities.

The Banco de España also acts as financial agent for government debt, providing the technical means to facilitate issuance, redemption and management procedures.

However, the Banco de España may not directly purchase government debt issues. It can only acquire public securities in the markets as a means of exercising its monetary intervention tasks.
