Assessment of the Banco de España’s activities

Purpose

The Strategic Plan 2024 (1 MB) establishes, among its initiatives, the creation of an annual programme for the evaluation of the Banco de España's actions, with the aim of promoting its modernisation, incorporating different criteria to increase the efficiency of its actions and establishing a process of continuous improvement of the institution.

Guidelines

The Governing Council has approved the evaluation guidelines for the implementation of this programme, which aims to examine and improve the Banco de España's performance, transparency and accountability, and to foster the rational use of public resources and the promotion of service quality management.

Evaluations carried out

Year 2021

Two separate actions were carried out in 2021. On the one hand, a self-assessment exercise of the Governing Council was carried out, which has resulted in a plan that will be reviewed and monitored. On the other, an external evaluation was conducted of the Banco de España's economic and financial dissemination activities, focusing on the area of communication strategy and the economy.

Scheduled evaluations

For the years 2022 and 2023, three evaluation exercises are scheduled on research, economic forecasting activity and the adequacy of the knowledge and technical resources for the development of tasks in the field of the prudential supervision of credit institutions.

For the period 2023-2024, the subject of evaluation will be conduct supervision, Macroprudential policy decision-making framework and international cooperation at the Banco de España.

Terms of reference for evaluations scheduled for 2022-2023

These terms of reference include the conditions and specific objectives to be achieved through the implementation of the evaluation exercises foreseen in the Evaluation Plan 2022-2023.
