Are institutions allowed to charge commissions that are not included in the account contract?

Yes.

In commercial relations of indefinite duration, institutions are entitled to charge fees even though they may not have been contractually agreed, as long as they notify their customers personally of the new conditions, giving them sufficient notice prior to implementing them, to give them the chance to decide on the new costs beforehand and to take the corresponding decisions.
