Banco de España Services Network (redbde.es)

In recent years, the Banco de España has gradually been increasing the number of communication channels based on TCP / IP technology, which it offers financial institutions, public bodies and other institutions for mutual data exchange (Internet, SWIFTnet).

As a follow-on from that work, it is now incorporating two new channels: The Banco de España's Virtual Private Network (VPN) and the Administration Intranet (IA) of the Ministry of Public Administrations.

Once its implementation is complete, the Banco de España's connection to the public network on X.25 Iberpac will be cut and communications dependent on this network must therefore migrate to one of those made available.

Initially, the Editran online file transfer service will be enabled in the two aforementioned networks ( VPN and IA ). The change from the NSLBE Terminal will subsequently be tackled, and new services will eventually be offered through these networks.

The first institutions to be able to use this file transfer service using Editran via the Banco de España's Virtual Private Network (VPN) are those that currently exchange files using the Mensatex (X.25) service. In November 2007 a pilot scheme was started with nine institutions.

The implementation of the Banco de España's VPN

The project has been structured into phases, grouping institutions according to the number of communication channels on the X.25 network they have with the Banco de España (Mensatex, Editran and the NSLBE Terminal).

Pilot phase

Concluded in March 2008.

It consisted of giving access to the Banco de España's VPN to a small group of financial institutions through which they exchanged files using this network and Editran software .

The common denominator among these institutions is that they were using the Mensatex service and the Iberpac (X.25) network to exchange files with the Banco de España.

Phase I

Began on 27 March 2008.

The aim of this phase was to give access to the VPN to all the financial institutions whose only file exchange system with the Bank was the Mensatex service on the Iberpac (X.25) network and that did not make interactive access to the Banco de España's applications through the Iberpac network (NSLBE Terminal).

This phase has 97% coverage and will be completed with the changeover of 66 financial institutions to the VPN.

Phase II:

Began on 6 May 2008.

The aim of this phase was to give access to the VPN to all the financial institutions whose only file exchange system with the Bank was the Editran service on the Iberpac (X.25) network and which did not have interactive access to the Banco de España's applications through the Iberpac network (NSLBE Terminal).

This phase has 75% coverage and will be completed with the changeover of 40 financial institutions to the VPN.

Phase III

Began on 24 June 2008.

The aim of this phase is to give access to the VPN to all the financial institutions that have interactive access to the Bank's applications through the Iberpac network (NSLBE terminal), but without using any file exchange system with the Banco de España.

This phase has 28% coverage and will be completed with the changeover of 18 financial institutions to the VPN.

Phase IV

Began on 17 March 2009 and the institutions have been invited to the training sessions.

In this phase, access will be given to the VPN to the other institutions that are not included in the previous phases, i.e. all the institutions which have two or more communication channels with the Bank on the X.25 network (Mensatex, Editran or NSLBE Terminal, in interactive access mode to the Banco de España's applications or in file transfer mode).

When these phases are complete, the file exchange and interactive access service to the Bank's applications using the Iberpac network will be discontinued.
